FSM Telecommunications Corporation is a public corporation established under Title 21 of the Code of the Federated States of Micronesia, governed under the laws of the FSM. FSMTC is managed by a five-person Board of Directors. One Board member is appointed by the President of the Federated States of Micronesia with the consent of Congress; the other four are appointed by the Governor of each state. The Chief Executive Officer of FSMTC serves ex-officio as a non-voting Board member.

FSMTC is audited annually by the Public Auditor of the FSM.
